All C-STAR II partners commit to build a full end-to-end system each by 1999, handling their own language as input and producing at least one output language. They work on every component and report results.

The C-STAR II affiliates perform relevant basic research, participate in workshops and can optionally build individual components or add values to existing components in cooperation with one or more of the C-STAR II partners.
